test: ✅ Add tests for the normalizeDepartments function specifically

Changed the existing tests from the useDepartmentsList.spec.ts file to the normalizeDepartments.spec.ts file, adaptade them to test without the need for the useDepartmentsList hook and added some new necessary tests.
