chore(update): eclipse 2023 12

Update target platform to Eclipse 2023-12.
Use .tpd for definition & regenerate the remote_platform.target from tpd on validation.
Fix API changes.
Fix for scheduling & race conditions, especially in tests.
Fix line break compatibility and better robustness in tests.
