fix(APIID): Add error in case of negative value (#900)

* contains the commit of PR #875 (commit 4cacf9ebc11e3c1d9e3ab924a59ca2a450f21fbf)
* and the fix for the regression it introduced on deploy attributes

PR 875 was reverted because generating 404 errors in case of attempted deploys with Ids like "0" or "-1". These deploys should just be ignored to prevent an API break
