feat(BOM): extract BOMs from Web module (#704) 

BOM = Bill of Materials

* org.bonitasoft.console:bonita-web-bom
* org.bonitasoft.console:bonita-web-sp-bom

these boms contains all runtime dependencies used by the web modules
