[bug] The lists with bounce addresses for VERP/tracking can be created. By this PR, creation of lists with following addresses may be denied:
- bounce @_domain_
- bounce +_emptyorarbitrarystring_@_domain_
Small refactoring.

This PR depends on PR #454.
