Remove frascati.version property beacause it breaks maven-release-plugin and it is not useful. It's better to use project.version instead.

Moved from JAXB implementation 2.1.12 to 2.1.13 used by some external dependencies like Apache CXF and EasyBPEL.

* Set various <repository><releases><enabled> and <repository><snapshots><enabled> values in order to optimize the Maven build process.
* Added property <xerces.version> as will be used into FraSCAti Explorer and SCA Implementation BPEL with EasyBPEL
* Removed dependency management for FScript as setting <version> is already done in fscript/pom.xml
