"Use rule" option in issuer modules seem not to be used anymore

The access rules configured in ''General Parameters'' > ''Issuer Modules'' do not seem to be applied anymore since 2.0. From what I've heard from @clement_oudot they have been deprecated in favor of per-application rules.

These rules should be removed from the UI to avoid confusing the users. Perhaps the upgrade guide should also mention this change, in case users are relying on those global rules in 1.9.
