Provide a specific package to install LLNG FastCGI client

Summary

SSOaaS requires DevOps hanlder. Currently, to be able to deploy SSOaaS with Apache, Dev team has to install Mod-Perl2 (Apache module to parse HTTP headers), FCGI::Client (DevOps handler dependency) and liblemonldapng-handler-perl (LLNG Apache MP2 FastCGI client).

It sounds weird for Dev team to have to install ALL the handler part.

Design proposition

Provide a liblemonldapng-fastcgi-client-perl package. In other words, split handler and fastcgi client.
