Implement lemonldap-ng-cli wth new configuration code

The old CLI is not working anymore and must be replaced.

Some work is already done in llng-manager-cli script, which should be tested.

Documentation on http://lemonldap-ng.org/documentation/1.9/configlocation?&#command_line_interface_cli needs an update.
