More BuildRequires tweaks

  • Add BuildRequires on Date::Time::Format::RFC3339 that is now needed for LLNG 2.0.7. Not available yet on EL8, but this is required by LLNG, so installing on EL8 will currently fail anyway. I'm working on getting commit rights on the package to be able to build it for EPEL8.
  • Don't require full systemd on Fedora, which have a package containing only the needed systemd rpm macros.
  • Enable Net::Facebook:Oauth2 which has freshly been packaged for all supported Fedora and EL releases.
