There are some cases in which "Refresh my rights" doesn't work (#2179 (closed), #1980 (closed)). Plus some users find it confusing.

This MR adds an option to hide it from the menu.

I also changed the templates to avoid displaying an empty dropdown when there is nothing in the dropdown menu
