added --user and --group options for CLI to work better with non-apache (nginx) installs

Alex Kelly requested to merge kellya/lemonldap-ng:v2.0 into v2.0

Since I wrote a tiny bit of code in reference to issue #2562 (closed) and found that the lemonldap-ng-cli had the same problem, I have added --user and --group options to both scripts.
