Use tplParms in loadTemplate too

A slight improvement: make $env_*, $session_*, and all variables from tplParams available in loadTemplate.

This can be useful for plugins that need to render templates outside of sendHtml

loadMailTemplate doesn't need to do it explicitely anymore
