Remove some unneeded or barely needed dependencies

Maxime Besson requested to merge dependency-cleanup into v2.0

Victims:

  • Net::CIDR::Lite : was removed from the code in 2.0
  • Test::MockObject : was removed from the code in 2.0
  • Authen::Captcha : was removed from the code in 2.0
  • AuthCAS : Used in a test script only, not a build dependency
  • Unicode::String : easily replaced by Encode
