do not burden config in memory with useless things
Config loaded by LL::NG::Common::Conf::getDBConf is enriched with a data 'reVHosts' (which is a regexp for all vhost names), but this data is used only by portal, so I think this should be done in LL::NG::Portal::SharedConf::getConf instead.
Config loaded by LL::NG::Portal::SharedConf::getConf is enriched with localStorage and localStorageOptions, but these data are never used by Portal, so they should be removed.
Finally, there is a method 'LL::NG::Portal::SharedConf::getProtectedSites' which is never run. I think we can remove it.
