Scaling endpoints and other improvements/fixes

Merged Mohamed Khalil Labidi requested to merge scaling-endpoints into morphemic-rc1.5

In this MR we:

  • Fix scaling in and out endpoints
  • Fix the communication env vars setting during scaling in and out processes
  • Fix ports to be opened issue (related to jackson's libraries conflict)
