[Misc] Fix Coverage profile build (problem with the SACParserCSS21TokenManager class which becomes too large after being instrumented by Jacoco - goes over the 64KB limitation of Java)

This reverts commit 7d81f154.

- Moved the code to platform, since commons was inappropriate for handling XWiki syntax.

- The "Correct Indentation" option was conflicting with "Format sources", since "Correct Indentation" does things differently and its *expected* result is already properly handled by "Format sources" (which uses the XWiki coding style).

[Misc] Fix the jacoco error in the top level POM so that we don't have to copy the configuration in lots of modules and so that it can be fixed in one place, when it's fixed upstream.

- Added syntax ID parameter
- Updated and added tests

[cleanup] Re-used the tool under test and removed redundant constructor calls from each individual test.

- Refactored to a char[] based implementation for improved performance.
