Add prefix to samples PDP URI

Without the prefix, UriBuilder will not assemble the correct url and the sample methods fail to run.

Rename modules

* xacml-sdk-admin => xacml-sdk-pap-rest-impl
* xacml-sdk-api => xacml-sdk-pdp-api
* xacml-sdk-core => xacml-sdk-pdp-rest-impl
