Docker build sequence should avoid recompilinc clang too often
The current docker build procedure builds clang from scratch very often when tiny changes are made. This is horribly time consuming. It should be avoided as much as possible. Clang should be compiled only if it changes. A possibility would be to build it as a separate container/image and make this one inherit from it. But other solutions can be better.
