Reorganize the way the ClassLoader is accessed in Julia

The way the ClassLoader is accessed by Julia could be reorganized in such a way that it is uniform through out all the code (a ClassLoaderHelper ?) and that allows passing an explicit reference to a ClassLoader instance if it is needed.
This is needed in a situation such as the one in which julia-* jars are loaded by a classloader, and instead the user application jar containing classes, fractal files and "a_customized_julia.cfg" are loaded by a child classloader of the former one who loaded julia-*. In this case julia's BasicLoader.loadTree() can't find the "a_customized_julia.cfg" file.
