XWIKI-11176: Use jsTree to rewrite and improve the trees we currently have in XWiki 

* Add a small JavaScript API to watch the progress of a job (needed for batch operations on the tree)
* Add a tree widget based on jsTree that lets us define the tree structure in a wiki page.
* Put some common Maven plugin configuration used for building a webjar in the xwiki-platform-core POM so that it can be reused inside platform.
