[Misc] Force Maven to use its repositories to resolve parent POM for top level modules. This is to prevent any error such as having a pom.xml file located in a directory above the top level modules for example.

[Misc] Revert changes done by sdumitriu. The relativePath should not be set to not cause problems with Jenkins. BTW I couldn't reproduce the build warning problem that Sergiu fixed in his commit (would be interested to know more about it).

+ fixed all pom.xml license headers which for some reasons were not noticed with previous version of the license plugin (maybe a bug that has been fixed)
