This reverts commit 333e6ea1.

Reason: The release failed to build due to some dependency problems, so I`m restarting the release.

+ fixed all pom.xml license headers which for some reasons were not noticed with previous version of the license plugin (maybe a bug that has been fixed)

* Remove clover TPC thresholds since we're now using jacoco and we don't want to have to maintain 2 systems (too much work!)
* Also added 0% jacoco thresholds, see https://github.com/jacoco/eclemma/issues/42

[Misc] Continue setting platform TPC for modules in preparation for running a CI job for checking TPCs every day

* Exclude Xalan from Struts dependencies because we use a newer version

* Removed deprecated usages of AbstractLogEnabled/LogEnabled
