* Deprecate the TempResourceAction
* Move the code related to temporaty resources in a separate module (xwiki-platform-resource-temporary)
* Extract most of the code from WebJarsResourceReferenceHandler into AbstractServletResourceReferenceHandler so that it can be used also for serving temporary resources.
* Update the SVG rasterizer to use the temporary resource API.
