Provide command line option to allow chain to continue running even when "no more resource"
Current behaviour is after executing "./weblab.sh chain start ", if there is a short period of time when no new files are added into folder-crawler, the chain will automatically stop. Subsequently when new files come in, the chain needs to be restarted.
If it is possible, I would like an option for the chain to continually poll the folder-crawler and not stop, even when it reports "no more resource". In other words, the exact opposite of the bug reported in #1038 (closed).
